Also, just because you make it easier to build does not mean that these homeless people will have a greater chance at buying the property. It may become an incentive for other middle class from other states or immigrants to move to California instead. What's important is that you need to have more housing development and government control of housing prices, otherwise these real estate agents are just going to hike up the prices to fill their wallet.
I wonder whether these investments being made in "affordable" housing by these major tech companies aren't just attempts to piecemeal establish corporate communities, where public rule and administration is replaced by a 100% privatized structure. That's one of the major concerns with Google's proposed waterfront "smart city" here in Toronto.
