They use 1200D material, and very thick webbings. Also, what kind of protection do the saddle bags have against exhaust heat ? Sometime the bags might sag and touch exhaust. Cheap material will melt, but some of the better brands have some heatproof material on the underside.

If you are going with pillion then you have no option except saddle bag but if riding solo and have enough luggage then i would suggest go for both saddle and tail bag because our bikes have limited space and saddle bags would increase space as you can put more luggage to the pillion seat but if you have limited luggage then go for just tail bag
