It’s the gray area of the law when it comes to predators, they need to have made an attempt at a physical meeting between them and the minor they can’t do anything to them if they just messaged them online since there’s a lot of factors to consider. This is why predator catchers set up sting operations to catch the guys in the act and show them actually attempting to seek the minors physically
