My recommendation is to set the limit at 18 total years, regardless of how they are divided between the two chambers. This approach promotes fresh perspectives and prevents the accumulation of excessive power. If a member loses their seat and has served over 18 years, they cannot return, but those with less time can return subject to the limit. These term limits would create a more dynamic and accountable political landscape.
