Isn't Honoguma one of the starters from the SpaceWorld 1997 Demo? If so, it post-dates Arcanine so the idea probably wasn't recycled into it. Granted, many Gen 2 designs were made concurrently with Gen 1 designs.
The emolga reminds me of what a red panda does when it wants be threatening. If you don't know what this is, I recommend googling it, because its absolutely adorable
