And then his first assignment he has to fight against Super Soldiers and the Dora Milaje, he's not taken seriously by anyone, and his best friend/partner gets killed. I never hated Walker tbh he was put in a position to fill these huge shoes. Steve wasnt really in field before the serum, so he had no idea about the real structures of US Army. American Army is not perfect, America is not perfect; non of the armies or countries are perfect. After all, the whole point of "war" is bad whether you are invader or defender. Thats why after the Winter Soldier and Civil War, he left the shield and the star on his costume behind. Cuz at that very moment, he realized he was fighting for good but also fighting against America instead of fighting for America. US basically wanted both good babyface like Rogers and also good stealth hitman like Winter Soldier. John Walker was a perfect candidate for this mission. He was a real soldier like Barnes did before and he has a good physical similarity like Rogers. When Walker compromised himself with killing a terrrorist in public, US wanted to get rid of that "killer/monster American Army" image with getting rid of Walker. So John Walker wasnt really a bad guy after all.

Ya know, Captain America was always a title. Like, right from the beginning. It was the government which gave Steve Rogers that title, that suit and that shield. Legally speaking, Steve is not Captain America himself. Its a rank which shall be passed on at a certain point and the government had the right to make that happen. John Walker, being an U.S. soldier with the best records possible under his name, was the best man that the government could have found to pass the title. Furthermore, for John, he was just serving his country by following the orders and taking on the mantle. He never once tried to be Steve Rogers. He was bragging about being Captain America not because he thought he was Steve but because he rightfully thought that he was the highest ranked officer in the entire US. army. People forget Captain is his rank. In the source material other universe Caps have become Colonel America. Captain is only the third rank of ten officer ranks (11 if you count General of the Army, or its equivalent) so hardly the highest ranked anything in the military. There are, literally, tens of thousands of people with the same rank in the Army alone.
