I feel like the tornado needs to spawn a large cloud above it for the tornado itself to drop down from cloud level. Also have it only spawn in flatter bioms like plains or oceans.

Btw yes theres a config to change the destruction stage! Put the destruction stage to 2! Thats the original destruction level!
