Check the brake caliper assembly. There might be some stone stuck. If not open it and grease it. Open the front case and check the brake lever. Probably there is no grease added. So when pressing you might be getting friction. Also while you do this, open the break oil chamber, check for any debris. But first just try some WD-40 or any kind of liquid grease or oil. It might loosen up.
If your using regular mineral oil then change every 3000 km. If your using full or semi synthetic oil then change every 4500 km. I use synthetic oil since I go for long rides. But you may not get options in scooter oil, most oils in higher quantities come for geared bikes (wet clutch). You would have to buy a spare bottle and top up every service.
In my owners manual it said I could use either one and I preferred DOT 4 as it handles higher temperatures better, especially when your doing long rides in the summer. The chemical composition is not that different too. Only you have to make sure you bleed the old oil completely. I had got a bigger bottle so I could bleed a little bit of the new oil. I have done 5,000 km since brake fluid change and no issues yet.

Use DOT 4 brake oil it actually last longer and better tech.
