Every couple of years, some new young shoots grow out at the base near the rootsystem. Can I use these young, still green shoots to propegate new trees? Anything special do I need to do? Or just add some rooting hormone in water and put the branches in it, and hope for the best ?
Yes, you can grow new plants from the new shoots at the base, known as suckers. Dig out the soil around the sucker and take out, ensure that it has some roots. Plant the sucker in a free-draining soil and keep the pot in shade. If the sucker is longer than 6 inch with very little roots, then cut it to 6 inch. Good luck.

Removing leaves will prevent water loss due to evaporation, also as there are no roots so the leaves will not survive
