their heads and neck is really soft but the rest of the body more rougher, could be just how mines is tho but shibas has guard hair and its thicker so it isn't soft but need that guard hair to repel the water and dirt. but yea the guard hair isn't present on their heads so its really soft and some parts of their neck like a mane xD. ofc when its wintertime and they have their winter coats in you'll feel more of that coat comin out their guards
