I think it's so obvious that Stitch was holding himself back when Lilo starts fighting him. He knows he could destroy Lilo while barely trying, and doesn't want to risk hurting her to the point he kills her by accident.

And his glitching is not his fault as he cannot control it at all since it's slowly killing him. However, it was mainly Jumba and Pleakly's fault as they neglected to tell Lilo sooner about what was happening to Stitch.

Lilo is at a low point due to accusing Stitch of messing up the rehearsal and lost trust in him as a result, she’d been affected by Mertile’s bullying and she got in trouble with the hula teacher as well for Stitch’s glitch that wasn’t his fault to begin with.
Certain people in this comment section need to know that Stitch’s malfunctions were not his fault and should consider rewatching the movie to see why. Also, I’d say Stitch getting angry in this scene was justified due to how badly Lilo treated him.
