Not quite. What people mean by this is that white pigments do not *absorb* any light. It's a very common misconception that this means that white has no color in some circumstances. When you see red pigment, you're getting the exact same photons as when someone shines a red light. The reason why it appears you get black when you mix a bunch of colors together is that green absorbs blue and red, blue absorbs red and green, and red absorbs blue and green. When you mix them all together, you reflect 1 red 1 blue 1 green and absorb 2 red 2 blue 2 green. It's absorbing twice as much as what it reflects, but it fundamentally has white in it. If white were truly an absence for pigments, we would expect perfect black pigments and imperfect white pigments. A mirror is basically a perfect white pigment. White is also not a color that exists on the visible spectrum anyway, very similar to purple. Technically, white light doesn't even exist so whatever definition we give it is irrelevant.

It depends on whether you're talking about pigment or light. For pigment putting all colors together gives you black, but with light doing that gives you white.
