This goes to show that you should carry a continuously running camera, or AT LEAST a continuously running voice recorder. Like a dash cam that overwrites every few hours or every day. That way, if you see or hear something like this, you'll have EVIDENCE that can then be put forward to professional standards, whatever they'll do with it, or at least published for the world to see.

I heard somewhere that each individual policeman/woman, like traffic wardens are noted for the amount of revenue they direct towards the courts and other agencies. So, a main incentive is for them to get as many fines out of people as is within their remit without making it look obviously bent, which is rare nowadays. Shake down merchants, no more no less!
