In war there are no heroes or villains both sides are just fighting for their lives and what they believe in. Also part of being a hero is making hard decisions and doing what’s best for society. Even though Twice was a danger Hawks still gave him a chance to turn his life around before following the orders he was given.

He had a choice and he choice the wrong one, he’s simply a dog of that damned government…the same kind that Kaina was…unfortunately she realized it too late…
If the people EVER find out what they’ve done, they’re done for, this includes ever single hero since they can no longer be trusted
And if that doesn’t happen and instead congratulate them or some sh1t like that-then the people won’t be any different from the villains

While Twice is painted as a sympathetic villain, he's not some innocent bean that means no harm. He's fully on board with LOV (you know, a terrorist group that wants to annihilate Japan and its people) and does not hesitate to use his quirk to hurt other innocent people. If Twice was alive, there would have been more casualties. Hawks gave him a chance, but Twice refused the offer, because he's stubborn like that. And despite his mental stability, Twice is fully aware of what he's doing. He's not innocent. Even the current manga chapters is kinda showing what would've happened if Hawks hadn't killed Twice and so far, it's not pretty.
Imagine if some real-life terrorist was concerned, crying and screaming about how he felt betrayed, how his life is miserable while having bombs attached to himself and many places around the cities where ordinary people live and would not hesitate the bomb them immediately (and would not be the first time), and gets shot by a soldier who infiltrated them. That's Twice. Like, I get Twice fans are upset, but I don't get why citizens would be upset about his death, but citizens of MHA are a bunch of odd people.
Both of them were put in a shitty situation.
