Personally, I believe the thing responsible for the Mesh is none other than MAX. (The dude that died in the Mauritania during construction. (Curse of the Lusitania sisters.)) My evidence: there’s a single frame in the same video that says, AND I QUOTE: “Keep on singing, Max.” Well, what do we do with this information? Well, we know that the mesh can sing, and I think everyone knows that corpses don’t smell like flowers. As for how this infects the mines… IDK, maybe PB are looking in the wrong places? Or maybe a Lusitania survivor or two infected it? Also, Jack (the creator) never mentioned the railways at all, which pretty much further enhances this theory since we only see ships being infected… although I could go for a Thomas dark AU where Henry’s special coal was from the Ironclad mines.
I have a theory about how the mesh started, Devil's Tower doesn't have any demonic entity inside it's actually a sort of chemical inside the coal and the first ship to be powered by this coal was SS Naronic and in the year that SS Naronic was in service when the coal was touched by the people who put the coal in the boilers the coal would trigger a chemical reaction that after touched and exposed to fire it would adapt in seconds and cling to the hot walls of the boiler and producing mesh and make sure no living organism saw it then in 1893 5 months after Naronic disappeared 4 bottles would be found saying that Naronic sank due to an iceberg (the sinking event is important) so when Naronic hit the iceberg the force was so strong thatsome of the mesh particles flew off and floated in the air (another thing that is important is that Naronic was built to transport cattle across the Atlantic and the day Naronic sank Naronic was reported to carry 2 horses and 2 cages full of hens) then some of the mesh particles flew on one of the horses turning the horse into mesh and connecting it to the ship then the second horse turned into mesh then soon every human and hen or any living thing onboard turned into mesh then when Naronic landed at the bottom by that point the Naronic literally was only made of mesh then the site where Naronic sank was basically the mesh control center or smh and any ship that sank close in a 100 mile radius was turned into mesh then in 1911 somehow some mesh particles got onto Mauritania completing the mesh life cycle and repeated itself to make the other ships mentioned in Project Britannica infected. I also call this theory "The Naronic Theory"

just to clarify, Lusitania sank on the 22nd of April.
and Mauretania was deemed scrapped in 1911 after the incident
