In our Westminster parliamentary system, it is not legally necessary for Cabinet members to have a position in parliament although they are almost always selected from the House of Commons (the principle of ministerial responsibility). And if the Prime Minister does appoint an unelected person to cabinet, the goal should be to have that person elected when a vacancy arises (by-election).
