But cutting down on vacancies is not something that'll happen because government department already lacks in staff..

Sir you are right but for self employed or private employee....govt employees is less than 1% so the burden would be on private sector more and govt emplloyee would be paid his deserved salary as 10 or 12 years is a long time....instead of doubling 3very decade, they should focus on reasonable 5 years increment
Basic pay will increase and DA will be 0 percent then it will increase till 50 percent then again new pay commission so salary will not be double or triple in start it will be in after some year

2016 me da 125% tha aur gov ne 14.3% ka hike diya tha jiski vajah se 225+225*14%=2.57 hua tha basic

If no. of vacancy/employees required to run the department smoothly is decreased then the work load on one employee will also increase. So, how the government compensate this.
