There's no such thing as just a bad person. They're bad people, but because of underlying psychiatric conditions that usually have gone ignored either by the person or by society and those around them

Words like yours are why people with serious mental illnesses are so fear-mongered and stigmatized. There is a lot more that goes into violence than mental illness, we can't sit here and act like violence is not in some part innate to human beings.
How does violence manifest? If your answer is simply mental illness, I would strongly urge you to reconsider. Hate is not a mental illness, hate is natural, and it can be exploited just as you can exploit a natural instinct like fear.
I want to clarify that natural doesn't mean good. And when I mean hate, I mean it broadly, such as hate toward someone who has personally wronged you. This can be exploited and turned into a vicious hatred toward other races, just as any natural fear can be twisted and exploited to make one fear something completely irrational.
