This short video is about extended building possibilities at Graygarden.
Yes, it's possible to build on both parts of the elevated highway.

I am using the standard steam version of Fallout 4 on a PC.
Installed DLC's - Contraptions Workshop - Vault Tec.
No Mods.
Everything is set to High 720P.

The build height is staggering. You can go 3 levels up on the top overpass before hitting the edge.

I used the rug glitch to slide a nuclear generator inside the cargo containers on the trailer on the top level, But I don't think I could erect an structure.
how'd you do that?
The only effective way to get to the top, is to build a walkway. I will make video.
Scaffolds or elevators will get you there.
