it's a very generic call so don't blame yourself for being confused; "on site" is usually used to say how many enemies rushed to the site / are confirmed visible so "three on site" means three agents have been visibly confirmed to be at the site the caller is located at (which is why saying "a site" or "b site" is better imo)
