I can confirm it wasn’t. I was watching the voice actress’s for these two in an interview after the episode aired and they said Monty wanted this romance from the beginning. They both knew about it since the beginning of the series. They’ve been waiting as long as we have for this romance
RWBY is a 3d animated web series, though there actually are two game spin-offs: Arrowfell, and Grimm Eclipse. I haven't played them so idk if they're good
