Since when was the law, and the enforcement of the law, 'up to the discretion' of an individual Police officer ? - Either a person's behaviour is illegal, in which case they MUST arrest you, under their duty to uphold the law, or it isn't, in which case they only arrest you if they witness you committing a crime during their investigation as to what you're doing, and why you're doing it. Otherwise, they detain you ONLY for the purpose of gathering information to determine if you've either broken the law already, or if you're LIKELY to break the law, but only for as long as is necessary to establish your intentions. The terrorism act can't legally be used/abused for the purpose of detaining anyone acting suspiciously, although in London, it most likely is, very often. Also, the terrorism act can ONLY be used against you if the Police 'reasonably believe that you're a terrorist', and this is not open to interpretation or opinion by a Police officer.
