Otherwise, they detain you ONLY for the purpose of gathering information to determine if you've either broken the law already, or if you're LIKELY to break the law, but only for as long as is necessary to establish your intentions. The terrorism act can't legally be used/abused for the purpose of detaining anyone acting suspiciously, although in London, it most likely is, very often.
