I never try to do the ws2,3 into heat burst against females, it just never connects (unless you hit it off axis)
If the devs made it consistent it would be a huge buff for Mr. Chaolan

Fun fact, Heat burst on Jin will whiff even in Neutral, which is the biggest BS.
