No, all cut and folds do not have a 180. It's up to you. A 180 will bulk up the book and I think it gives it a nice finished edge, but definitely not necessary.
It depends on what kind of folding you did. If it's a MMF, then you would have use a marker. If it's a cut and fold, you can use a marker or tape colored washi tape where you want it colored. If it's a cut and fold with a 180 fold, you can color with cardstock or with marker. I have coloring techniques in my videos - please see there for more detailed instructions.

I usually add .1 to the second one unless there’s a 9.7 already, then I subtract .1 from the first
