The only missing element seems to be the time factor. Any inquiry must take long enough for all responsible persons to have died or at least retired so they don't have to face embarrasing consequences. Any 'victims' should also be long dead, or have been returned to their place of origin, so that there are no financial downsides such as compensation or acknowledging that they are entitled to stay in uk.
