Considering how many decks treat the grave like a second hand, having a grave shuffling effect like that makes Rainbow Neos a card way ahead of it's time.
Rainbow neos can mass shuffle monsters, backrows, or graveyard. The effect was considered ridiculously strong even back then. The problem was just it's rather hard to make. It is so much easier to make now though it's no longer as good as it was (still very good though).

And even though the original English printing said “Rainbow Dragon or Rainbow Dark Dragon” in its materials, you couldn’t use Prisma to copy a Rainbow Dragon or a fusion substitute to avoid running a brick. Even back then, the OCG printing said “Neos + 1 Ultimate Gem God monster,” and that was the text that the TCG had to go by. So, you pretty much had to use Poly, and you had to hard draw one of the Rainbow Dragons. You could use Future Fusion to dump the materials and then wait two turns, but that was similarly problematic. Basically, Rainbow Neos wasn’t usable in the slightest until Neos Fusion was printed ten years later.

Rainbow Neos is that one card you don’t expect but fear when you see it the GY has been a secondary resource for many decks to the point it’s relied on any card that can (one-sidely)shuffle everything back is scary

Bruh, I had this exact moment too, I was playing haha Galaxy Eyes big bang attack and played through 2 negates then used his own IP against him too, and that was before he activated Promethean, ngl after that he had a dead board, nothing to activate and I was about to go through the usual combo for big damage

Opponent's ip was unactivatable due to fire princess on his side, he messed up. I was mad confused how he could summon goddess
And you can only use 1 monster from your opponent's field as well.
I was also confused by him using "the opponents" entire field to make it, wince you can only make it using 1 "opponents" monster.
