It would generally mean they are in a state of awe because if it's hissing, it would mean the fuse is burning, which mean it is supposed to explode, the finder could get injured by Sharpnels.
Overall I guess in a area of relative peace is a bit of a pain in the ass for duty to dispose a grenade and hear that it was in state of Fire burning.
