I've seen slums in different parts of the world first hand including the Philippines and it's amazing how much of a difference culture makes in the environment. Philippine slums look like this with trash everywhere because they just don't give a crap. In comparison the slums in Kiribati (another Pacific island chain) are neat and clean to the best of their ability, and the people are proud of the small things they have. Heck, it's even evident in the affluent people, for example during my last trip to the Pacific I flew Philippine Airlines and there was piss all over the bathroom floor and it seemed like every passenger went out of their way to bump into you when they walked down the aisle. Coming back I flew on ANA (a Japanese airline) and the restroom was still spotless at the end of the flight. Not once did anyone make physical contact while passing my seat, and after landing the guy behind me gave me a little bow and left me room to stand up.

I think you can be poor and it is not a crime to be poor. In my country we have a motto that says " la pobreza no está peleada con la limpieza". You can live in poverty and have your house as environment impeccably clean, neat and organized. So there is no excuse to not do it.

I felt a little uncomfortable because of the terrible, unclean living circumstances. These folks who are able should truly pick up their rubbish to improve their life, even if it is only for their health. Even if you are poor, having clean surroundings might improve your situation.
