If I remember it correctly Rhodes Island cares less about their Operators strength in order to become an Elite Operator but it's the amount of trust they have towards the Operator.

Although misery has very strong and unique arts, he's also not the type to do a long combat as his arts are rather manipulative, his main job in chapter 10 is actually to rescue people, so you can see that unlike rosmontis, blaze, and some other elite ops, some like misery and touch arent combat specialized elite ops, which means that combat strength isnt the most important part for rhodes island
