If it’s a new sheet rock “no paint” and you want to use a water base primer you have to use a BIN/ Zisner primer. If you already primed the new sheet rock with a reg water base primer than you would have to use the Bin/Zisner primer on top so you can apply the mural after it dries. I would go with a thick coat of Bin/Zisner if the wall was painted before.
