Ei/Beelzebul not kill the failed puppet but instead let Scaramouche live his life as human. After trying again and again, Ei/Beelzebul finally made a perfect Puppet to be shogunate

Raiden Shogun is a title, both Makoto and Ei used to be called Raiden Shogun, and the puppet role it to make the archon's obligations so she was named "Raiden Shogun" too. And Makoto is a twin sister, but yeah...Yae was just the pet lmao

Makoto (real Baal) is the real shogun from the time both of them won the archon war. Ei (Beelzebub) was a vessel to her, and acts like a samurai. After the real Baal (Raiden Makoto) died from the cataclysm, she took her sister’s identity and named herself Baal, because they were still the same person.

Is clear to the public that the archon named Baal is died, the fact is that most of the peoplo from Inazuma never noticed the replacement because they are twins and Ei was already a public figure as Raiden Shogun, they never made clear to the public that they are twins, so when one of then died the other just assume that Ei always be the only one.
