So the poor old captive household taxpayers are going to have to stump up more money so that the incompetent CEO’s of the water companies can get bigger ‘fat cat’ salary rises are we? That is where a lot of the money will go. I bet the lowest operative at any water/sewage plant could say how to fix the pollution problem! But no, we will have to employ expensive ‘experts’ and ‘advisors’ - just like the ones the incompetent governments use, to show them what to do. It is easy, just enlarge the sewage collection ponds temporarily!! And design systems to neutralise the sewage and perhaps sell it to farmers to spread on the land. It is not rocket science surely? I thought were supposed to be a nation of innovators?

Privatisation is the root cause. The sewage system is mostly Victorian, but London was more densely-populated at the start of the 20th than it is now, yet Thames Water is the worst performing. These are natural monopolies: they never should have been privatised.
