I noticed the Scooby-Doo Show/Scooby-Doo Movies edits on the CN/AS Archives from late 2001.
Does the tape in your collection have any commercials?
Not to be a killjoy but I think some of y'all are overhyping this being an override or LAA. :/ While it is definitely an interruption of some kind, the audio sounds overly clear for an override since those are done via phone, not to mention the weird music loop and ending ditty during the announcement.
My guess is this a prerecorded video/bulletin meant to be played during any applicable severe weather event rather than a proper override.

the EPWS is a sort of override system yet it uses a prerecorded message before and after the phone part
@@eieiw32424 EPWS' were essentially a government wide system using slightly more advanced override equipment so that checks out.
