What did you use to stick the balloons
Here I used hot glue gun but don't keep too hot one on top of balloon.Let it warm only & then you can apply & stick.
Otherwise glue dots also may work.

What type hot glue did you use that does not get too hot?
This is normal hot glue gun only.But , the glue shouldn't be kept while it is too hot....wait few seconds after it heated up & then apply so that balloon won't popup

You can try with double stick tape/ glue dots/blutak
Can u use super glue instead of hot glue gun

One more option is double stick tape
