The role of Singapore's Elected President

  • When Singapore became an independent nation-state in 1965, the President carried out mainly ceremonial and community duties. The 1990 Constitutional Amendment enlarged the President’s powers to include a constitutional duty to safeguard national reserves and the integrity of the public service. Instead of being appointed by Parliament, the President was to be elected by popular vote. Today, the elected presidency is a 32-year-old institution and is still evolving.
The Role of Singapore’s Elected President offers a glimpse at the beginnings of the office of the elected presidency and tracks the legacy and defining moments of Singapore’s elected presidents.

vote NTUC, don't vote for people with ties to US banking elite that will sellout to US interest. US didn't honor the TPP and we got nothing, yet we still change our law to allow US to govern our IP. that is selling out the country. we need to regain our neutrality and power to make our own law and standard. and if we have to adopt a standard, we should go with the european to avoid becoming a pawn in the US-China contention. if we go with US, Malaysia go with China, the one that lose out will be Singapore. we cannot allow Malaysia to position itself as an alternative to Singapore. I hope people realise the bigger picture in the world.

There are definitely some important and relevant questions to ask about the state of the presidential office in Singapore. How do Singaporeans, in general, regard the office and its current functions? Do they see healthy vitality and vibrancy in the presidency and its functions - relevant, and in keeping with the changing needs and aspirations of the nation? Or is it just a stale, perfunctory office of diplomatic traditions and ceremonial niceties? As Singapore progresses, should the office of the President evolve with it? If so, how? If not, why not? These are the questions not just for the politicians to decide. They are for the ordinary folks - the grassroots - to decide too. So, how to go about it? Any ideas... from any quarters? Maybe the current presidential hopefuls can show their originality to throw some light on this subject too...

our president should be our chief diplomat. the way other country treat a head of state and how they treat a career diplomat is different. the president should not be someone we lock up in a cage, but someone who meet with as many foreign leader as possible both in singapore as host and overseas as guest. so send a message that singaporean want to have better ties with our neighbours and other countries of importance. such as a tour of the middleeast as middleeast realigns in a post-america world, we should convince them to invest more in Singapore. there is alot that can be done without being involve in direct politic, just the goodwill and PR value of the president can be a positive.

Im a millenial who is voting for my president for the first time this year (because last election was a RESERVED election with a walkover).
When I was old enough to understand a little bit of politics back in primary sch, I rmb my parents telling me about the diff impt statesmen (alr knew about LKY and GCT from social studies), and they mentioned how OTC was our first elected president but he was disrespected by the PAP when he was just trying to do his job for SGeans (without a state funeral somemore, how petty and dirty can they play?) Fast forward 10+ years to 2017 PE, i was so ready to vote for TCB (like many others) because he missed out by only a few thousands votes to then PAP-backed Mr Tony Tan in 2011 and I truly felt TCB was the better candidate. I think the sentiments on the ground was TCB gonna win 2017 PE no doubt, and PAP KNEW.
Then what happened? A sudden increase of 100 to 500 million equity. Not only that, the sudden intro of reserved election for the Malays. On one hand, PAP tells us we are not ready for a non Chinese PM. On other hand, they suddenly play the race card for our presidency. Truly feels like a slap on all Singaporeans' faces and treating us like citizens who arent educated and discerning of what is good or not good for us. At the end of the day, it's a game called Democracy where PAP makes the rules, and we gotta follow.

Please, please go beyond gossip and things that do not matter. Please remember we still have many in our society who are uneducated, politically naive, new citizens especially non professionals who may not fully understand what we are voting for. It is difficult for them to distinguish a Presendential Election and General Election.
The onus is on us who are more enlightened. Any freak election result is extremely detrimental. We cannot afford to go to the gutters, in the eyes of the world. Our little red dot may just disappear.
Let us unite, be watchful and polish our little red dot. Let it shine ever more brightly.

Singapore inherited the Westminster system whereby the Head of State is non-executive by design. This was born out of the desire to move away from absolute monarchy to a constitutional monarchy in Britain.
This is best understood when put in contrast to the US whose answer to absolute monarchy was to have a republic with an executive president, meaning you have a non-hereditary Head of State and Head of Government who by definition has to be of the people, by the people and for the people. So how do you ensure the Government doesn't have too much powers? You separate 'the Government' it into three branches where the President leads an executive branch that cannot similtaneously be part of the legislative branch, meaning to say that a cabinet member cannot be a member of either house of Congress. Thus, cabinet members by design are not elected, but merely appointed by the President who is an executive Head of State elected by the people (and later requiring confirmation by the legislative branch).
In the UK? How do you retain the monarchy but ensure the Government doesn't have too much power? You separate the roles of the Head of State with the Head of Government. This means executive power is vested in the Head of State but *exercised* by the Head of Government. So 'the Government' in this case acts on behalf of the Head of State who is the symbol of the country in one person. Hence, the evolution of the terms 'minister' (servant) and 'His Majesty's Government' in the UK. But how do you ensure that the Government acting on behalf of the Head of State has legitimacy? You make them directly elected and accountable to Parliament. Since the Head of State is non-executive, the Government acting on their behalf and advising them by design has to be elected to hold them to account and give them legitimacy, and hence the person who can command the confidence of the majority in Parliament is the Prime Minister.
In Singapore's case, it could've stopped there. But being a small state with no upper house of Parliament, the Government decided to fortify the Institution of the President instead by giving it 'custodial powers' on top the usual 'ceremonial powers' accorded in the Constitution. This means that the President is still non-executive, but with a custodial role added on top of that. So the President has got to have the 'moral authority' to say no to the Government if it wishes to unlock a door that requires the President's second key. So if the President is not elected the Government can counter any objection by saying they have the mandate. So that is the basis in which the President has to be directly elected by the people instead of just being indirectly elected by Parliament.
To have equal or more responsibilities as the Prime Minister is to make the President an executive Head of State. That would mean having the Prime Minister being a member of Parliament directly elected by the people while also commanding the majority of members in Parliament is redundant, which was there in the first place because you want to have a legitimate Government acting on behalf and advising a non-executive Head of State.
What you are suggesting by design is closer to the US system. And just look at them, Presidents has to be part of the mudslinging in politics, whereas Heads of State in the Wesminster System are above politics by design. If something goes wrong, it is the fault of the Minister who was acting on behalf of the Head of State, and not the Head of State themselves. The roles of the President including the lack of executive roles by the President is a feature, not a bug. You will only appreciate this feature of the President being above politics when you have a volatile politicial situation like in Malaysia where that stabilising force is crucial in determining the destiny of a country.

@Bryan-dr5qy Singapore system is a partial, cherries picking inherited system. To compare a complete n incompetent system is absurb n ridiculous. Singapore system should continue to evolves n make improvements n changes.
IN DEMOCRATIC SYSTEM, IT IS THE POWER OF PEOPLE'S MANDATE THAT GIVE THE POWER TO THE COUNTRY ADMINISTRATOR N EXECUTOR. WHO HAS FULL PEOPLE MANDATE SHOULD HV THE MOST VOICE N SUPPORT OF PEOPLE TO RUN THE COUNTRY.

    • @Bryan-dr5qy
      @Bryan-dr5qy 9 месяцев назад

      @@deschan2246 It's axiomatic really
      1. Since we already have an executive Prime Minister, do you still want a President?
      2. Do you want the President to have a check in key areas as a custodian?
      3. Do you think the President should be directly elected?
The fact that the President is directly elected is to give him moral authority to veto the Government *in the key areas where he has a custodial power over* . It is not to make him an executive presideny that frequently has constitutional deadlocks like in the US.
If you want someone to oppose the Government on policy the burden is on the Opposition as the Government in waiting to get the mandate from the people.
Elections are a process of getting the moral authority through an electoral mandate to exercise the specific functions defined by the Constitution for that particular office. For the Government it is to exercise the executive authority vested in the President. For the President it is to exercise authority in a ceremonial, constitutional and custodial capacity, not an executive one. If you disagree that the Government should operate outside its constitutional boundaries, then the President is no different. But if from the onset you disagree with the premises, then ultimately you are advocacting for a compeltely different system instead of finetuning the existing system.
