lots of damaged parts but he didn't replace any, just cleaned up and put it back . Any one can do that amigo .

What clutch lining is compatible in that lifan wave style?
Мне показалось: прослаблены посадочные места под подшип. колена., гермет+прокладка+ гермет= перебор, что то одно , а так возможно еще и регулир. шайбы надо кидать в коробку из-за дистанции.... Ну и как-то странно все с клапанами, крашено на грязь .... и т.д.

Falto asentar válvulas, cambiar muchas de los elementos que tienen desgaste y para cerrar los cárter nunca lleva formador de junta, para eso es la junta de papel

Is the engine for a more complete scooter/bike or other project? overhauling tbe engine and trans (if done properly with new parts as needed) and replacing all the missing parts will cost more than a new scooter/bike.
Not economically viable to restore what's left of that one to go down the road again.
It may not be economically viable for you, but parts and labor costs vary quite a bit given the region. My guess is this engine will make him some money.
