      it looks like she is using the grooved pegboard as her material in order to target her objective. Maybe, she is using it as her preparatory activity in order to practice the skill needed.

      The purpose of the first activity might have been done to improve fine motor skills on the affected UE and the second activity might be to improve bilateral coordination. Among other skills. It's very rare for a therapist to not create a care plan that will optimize a patient's outcome. There are also different models of approach that therapists use for treatments, some rehabilitative some to modify.
