The Star Jordan is partially licensed and was only released regionally in team packs. The 1986 is his first fully licensed packed pulled card. That's why its considered his rookie even though it wasn't released his rookie year. Plus the photo used for the Star card isn't very good.
What do you mean by “partially licensed” it was fully licensed. And anybody in America could pick up the phone and purchase the star cards so to say it was regionally distributed is not entirely correct either.
@cajuncardboard Partial license is why it was only regional with team bags and not nationally distributed. I couldn't go to my local LCS and buy the team bags or a box of Star basketball. Chris HOJ explains it well on his podcast. The Star card was never a sought after Jordan card for a reason.

Isn’t BGS stricter on grading? The black label takes superiority over any of them, right?
That is correct you'll see them more in ultra modern cards but modern to vintage you can forget about it. Even more rare are SGC 10 Pristine.
Other than the black label/ pristine PSA has been tougher on grading for the last few years for me.
