Like Ben 10,000 shouldn’t be able to just use the “powers” of other aliens because what may be a power to humans is not for other aliens. Plus, some abilities like flight for jetray do not make sense for Ben 10,000 to use in human form because he does not have wings.

Osmosian's would logically have devices and machinery that can limit aspects they can absorb. As of UAF there was an Order on Osmos 5 with laws about absorbing too much power. Naturally that would mean they have things to combat Osmosians whove gone mad after over indulging.
I like to think of powers like art, what is a Power is based on the perception of it. Anything can be a Power. Strength beyond ours is called a Superpower, or a Power. If you can define light-receiving sught as a power, you can have an apartment go blind.
I mean it as if you can set high strength or the presence of strength natural to a creature within an entity as something to be dampened, some evil bastard could label being able to walk with Humanoid legs and feet as a Power, input that into a Power Dampener with a city range could devastate a city of Humanoid leg-used-for-walking beings.

Slight correction, Pandor's suit isn't lead. Otherwise, he would have gotten out of that suit when he hired people to try to break him out. Only taydenite, which is supposed to be the hardest thing in the galaxy was able to get him out. And last I checked, a steel circular saw, can cut through lead
My take is that the power dampener, suppresses their tactile kinesis abilities magically. As that is the one thing they all have in common. Geo kinesis, aero kinesis Hydro kinesis, electro kinesis, and thermal kinesis are the powers suppressed. And in the case of the armadrillo, I do believe his enhance strength, comes from his ability to control the inorganic parts of his body. Wish it was as well thought out. Is your idea though.

I've been on a bit of a journey to watch your Ben 10 Discussion videos that I either really liked or that I've never watched before, so that I could like and comment on them (and hopefully help you, even in just a small way, because I know being as small a creator as you is not making the money you probably need, so, I'm hoping to help you with the algorithm. I think Agreggor programmed the devicd to recognize some specific abitlities from the Androme 5 to be dampered, like Andrea's strength, abilities that could help them escape. It also answers how does the device recognizes what's a power and whats not. Besides that, I think your explanation was pretty good
Honestly, I always thought it would have made more sense to just say that Aggregor put each of the Andromeda 5 in their own special restraints that limited their abilities. P'andor is already in a containment suit. You could have just said that Aggregor made it for him instead. As for the others... Bivalvan could have gotten gotten special cuffs that surrounded his hands, thus preventing him from firing his water. Give Galapagus weights around his limps that prevent him from being able to spin them at high speeds. Not sure what you'd for Andreus and Ra'ad, admittedly. IDK, just feels like that would have been a better explanation than an all-purpose "power dampener."
Only way I can see this working is if was like a suicide squad style collar that will game end them if it detects them trying to using their power ecept on a wall that would like shoot them or something. Can’t just be one way since I don’t think NRG or Drillo have “mustles” but like you said they do have a equivalent that he could of specialty programmed. I’ve always found the Power Dampener to be a dumb idea, considering that Aliens don’t technically have Unique abilities, Like bivalvan’s Hydrokinesis is a trait His Species has, Disabling what is literally a Biological Bodily Function would be like disabling a Human’s ability to Piss or Produce Saliva.

Side note, NRG’s suit is very obviously not lead, it’s way stronger and would obviously melt off of pandor’s body because of its low melting temp.
