    If a project cannot be created without a user, is it necessary to even have the NOT NULL constraint? Surely, it is redundant if there is already a rule that says projects must be created by users. If this is where the rule is created, is NOT NULL too vague of a constraint? NOT NULL doesn't tell the computer that it must be a user... ?
