I feel for Jeff, his clip highlights how dangerous "smart" motorways can be. Many a time I've had an HGV 3mm off my back bumper because I drop to 50 when the signs dictate it. The locals have an encyclopedic knowledge of where the cameras are so only abide by the limit for that gantry leaving you like a rolling road block.
Also, brake checking needs to be punished far more severely to try and stamp it out. Preferably with the culprits losing their licence for a long time. What is the mindset anyway? "I'll show you who's boss by stamping on the brakes" followed 5 seconds later by "WTF?! YOU HIT ME". Well.... Who's fault is that then?

I am not justifying the actions of other drivers, but anyone who's driven on the M25 or M1 at night with lane closures like this will often have experienced miles of overhead lane closures with nothing in them only to then drive under a national speed limit sign over all four lanes with no explanation. You should always follow the instructions and rules of the road (in this case there were roadworks), but those in charge of these overhead gantry restrictions should make sure they are consistent. If everyone followed the rules they wouldn't be dangerous at all. You could say that about any highway regulation, they're ALL dangerous if 90% of people completely ignore it. 'Red lights are dangerous because people stop at them'. If lanes are closed and the remaining lane is at a 40mph limit (legally enforceable as it has a red ring round it - so those people thinking it's not enforceable are greatly mistaken), then you should drive in the remaining lane at a limit of 40mph.
The people complaining they do it too early, are the same people that cause them to be done too early because they're not complying with it. Same with the speeders complaining limits are too low, they're that low because of how many people exceed them.

The bike begins overtake when the car is doing 13mph and the car maxed out at 22mph, so unlikely speeding bike.
There appears to be a school there, but closed (or inactive entrance). The chevrons are not enclosed within a solid line. Perfectly legal overtake. Yet the car starts a potential road rage situation.
It’s actually good practice for bikes to overtake at slow situations like that, as they’ll typically nip past easily before reaching the speed limit; just have to be careful of the gritty middle part of the road near the islands.

In other words, there was no sign of braking at all either on the dashcam or the attitude of the car (the nose did not dive).
