Which ties to the 2nd point because NY is already crowded and expensive. Japan before the pandemic were practically begging tourists to visit, it has only been two years (post pandemic)since we've started travelling and the Japanese people are already overwhelmed by the number of Tourists that flooded their country. Third, if you are trying to empower NY boroughs with how influential and powerful you are as HOV, there are other investment opportunities/directions he could have taken.
