They should make the rule about hauling people off right away a timed thing. Say you have 1 in custody then it is 15 min hold. 2 in custody 10 mins. 3 in custody 5 mins. Or reverse it and every crim who gets put in custody adds 5 minutes. Max of 15 minutes. But I think adding time could be abused by smart players who figure out the time thing.
