Captain is inhanced peak humane, no body is surviving frozen or running for hours at insane speeds like a Spartan. In my opinion hes more like a soft Spartan with Mehlnoir armour being hes sheild.
The fact that he go up against the best with his human capabilities is what makes it impressive. Hes the underdog you want to root for. You wouldn't think he stands a chance against iron man but god dang, he more then give him a run for his money with his shield.

Deadpool has killed the Marvel universe. Punisher has killed the Marvel Universe. Hulk had conquered a planet. Spiderman/Ironman had become cosmic beings... yet these heroes have still been slapped around by lesser heroes/villains. It depends how the writers want the story to go, if they want Cap to be the Brooklyn Underdog, or Thanos is a good guy, or some random trucker is able to hold Thors hammer...
Spider man is 100 times stronger than Steve even though the so called canon say he can lift 10 tons when you watch tye comics thats not true bc hes been capable of lifting up to 70 tons,the spider that bit peter made him way stronger ,faster etc..

In the Ultimate Marvel universe, Captain America could be even with Ultimate Hulk in the Comics/Movies. However, I don't think Ultimate Captain can beat Ultimate Hulk.

Captain america is like marvel batman to some extent he call human but he anything but. He represents what humanity is capable of if we put are minds to it. Is it Ridiculous yes but that comics batman was able to tap the reverse flash the second fastest dc characters, give or take a flash.
Tony or steve obviously aren't as strong as the hulk but both could beat or subdue them using their skills. Tony could beat hulk with the hulkbuster or other suits ( even though tony eneded up losing one fight in the movies that doesnt mean he couldnt subdue him in general). And steve uses his knowledge if weak points and exploits them to his advantage. He obviously isnt as strong but was able to hold his own due to his immense skill. Hes one of the best hand to hand fighters on the planet. Batman is able to beat bane just like cap does with hulk but that doesnt mean batman is stronger than bane or its just bs. (Although both batman and cap can have bs feats at times). But batman is defined as a genius and excellent fighter and startegist just like cap. Batman takes down superman. Even though superman could beat batman most of the times. But batman utilizes his best abilties and exploits his opponents weakness to achieve a win. Just like with cap and hulk. Also cap is superhuman. Hes slightly above human standards. Sure hulk could stomp steve easily in most scenarios but its not unrealistic for him to get a victory given his skill. Sure every hero has a comic bs feat. Cap definitely had those too but i wouldn't call him overrated or undermines his abilities.
