My mom and I went out and spent the day together when she had the sex talk with me. I was embarrassed as hell, but she made me feel comfortable. It wasn't a lecture. She eased into and I felt comfortable. My father's approach was better because he was comical yet stern with it. Very blunt. My parents asked me to ask them questions about sex and I had tons. The dad was adorable.

She said no. He said "because I wanted you to see the city of love with the man who will always love you". I get choked up just thinking about that. I hope dad has the same kind of touching moment with his daughter so she remembers this talk with effection rather that awkwardness like we all expect. Good luck to him and his daughter.
For the single dad. Ask her what she knows about sex and go from there. She's 16 so I'm sure she knows plenty or at least the basic. That way 1/2 the work will be done or you and the boyfriends parents can all have the talk or open discussion together the 5 or you. You can tell the other parents you dont know how to approach your daughter and they can help out

BTW at 16 we had that " talk" 2 years prior!

Kaiser Family Foundation, Planned Parenthood websites have guides, even scripts on how to talk to your child/teen about sex. Parents need to be clear about their own values about sex, speak positively, not just about the negative consequences, and tell their child their own expectations until child is over 18.
