Phase rush = make every gank worth by , dodge easier + Skill faster. Flexible for any build for skill type champs with hp scaling dmg ( Sion, Gragas, etc ) While for cong/tempo. Youre just wasting time as jungle since you still need to stack it closer with autos after coming out of jungle. Enemy will react before you can kill someone. Electro, first strike? Not flexible, youre forcing yourself for dmg build which may not good at certain times and if you fail to one shot then its more useless. Its a varus jungle, the usual runes you think are for laning phase for a reason not jungle. Unless youre confident enough to outsmart enemy. Other condition : need long cc teammates like sett / zoe bubble (like in the vid)
