A non Muslim becomes a Muslim only after saying Shahada willingly acknowledging what he's saying, without that he's not a Muslim even if he believes there is only one God and the prophet Muhammad ﷺ is a true prophet.
So it's wrong to tell someone he's already a Muslim if he didn't decide to become a Muslim
