Most of tori is % based, the actual non-% based moves take very little stamina. I suggest a 10+ stamina region build with 100 points in stamina. I personally use: 1k Tori 100 Stam 305 Defense 20 Roku 75 Sword Mastery

Its a visual trick you just need to heal while in full or half phoenix form and spam the z button to go to base form right as you press heal
