That white powder isnt milk powder. It is some sort of sugar mix that would likely have some milk and a high fat content(likely palm) and then is powderised. You could just add those ingredients seperately but this company decided it's easier to get it contract manufactured and then made it from there. Sort of like companies that buy fudge powder and just add water.
