I believe with cartridge games like that if it was a game breaking bug or something you were able to just exchange it for a working one (i think a turok game for n64 had something like that) for something like this probably they would just start producing the fixed ones and just slowly phase the messed up ones out

Think about how much better Fester's Quest would sound had they fixed the bass there.
The samples in Fester's Quest are actually encoded as 1-bit PCM instead of DPCM.
There's an NSF rip with fixed samples in MrNorbert1994's NSF archive.

Revision 1 cartridge, later printings get the updated ROM and that's about it
